I'm bring up this old thread because I need to know for sure on the DNU plans, that the two circles with the cross in them, on the wing top view,are the balance points.

Yes - those are most likely balance points. The high-wing balances just in front of the main spar, about 1 11/16" from the leading edge. The low wing plans don't have a ruler on them, but the points are in approximately the same location as the high wing.
