Cox .020 w/throtle
As far as I'm aware, the only throttled .020 available from Cox was the PeeWee .020 and it had an exhaust throttle sleeve. It is no longer in production but can be found on Ebay at times.
The PeeWee .020 cyl/piston with throttle sleeve will fit the TD .020 and will run and throttle well. The TD .020 is also out of production and is even harder to find...they show up on Ebay as well.
Sorry to be the bearer of bad news but that's the truth. Keep a good lookout at hobby shops and hobby flea markets....they're out there somewhere!

If you know of a local ingenious modeler with a lathe, you could have him make up a throttle sleeve. The out side of the cylinder would have to be machined as well.
