shoulda got a norvel! just kidding, it is not getting fuel for one of several reasons. close needle gently, then open 2-1/2 turns, try it there. If it is a used engine, old fuel and crud might have accuulated in the venturi or the reed might be stuck. That would require disassembly and cleaning; I use denatured alcohol for cleaning. Disassemble CAREFULLY over a paper towel in a well-lit area!
now, the cox engines are fairly simple, but sometimes finicky. Keep at it, and don't give up! Troubles just make it more rewarding when that engine sings!

2 strokes have to have base compression to start. take the head off - flip the prop to see if it make a little put put noise when it turns if yes the reed between the gas tank & the rear of the crankcase is sealing --is ok -if not take it apart & clean it up. Carefully! the slightest damage or trash will keep it from sealing motor won't start.
