An emery wheel in a Dremel. You can use side cutters but the case-hardened wire will ruin the cutters. If you have an old pair that you don't care about then you can use it and not worry about it. It only works up to about the smallest size you mentioned though (1/16"). Best is to use the emery wheel.

Steve, I just bought a small pair of bolt cutters at Home Depot. They were about 9 bucks and a lot simpler than getting the Dremel out.

First choice, Dremel & wheel. Distant second choice file a small notch and break.

I broke down and bought a Felco Hard wire/Cable cutter. They are $60-$70 though.
I bought a knock-off one at first and it is only good for softer cable. Get what ya pay for.
Works for MW pushrods and smaller, I still use the Dremel on the bigger diameter stuff.

You used to be able to buy a set of hardened steel blocks with a cap head bolt
that could shear the wire cleanly. I think K&S used to sell them (?).
Have not seen those in a long long time though.

Knipex makes some diagonal pliers (dykes) rated for cutting music wire. Most dykes will get nicks in their blades from cutting music wire, but not the Knipex ones in my experience. You can buy them from mscdirect.com.

I don't even try to cut anything larger than 1/16" with a hand tool...I too dig out the Dremel.

Channel Lock makes really nice wire cutters. They are made in the USA and are really very nice tools. I use them to cut small diameter piano wire and the soft 4:40 threaded wire used for pushrods. For larger wire sizes, I use a cutting wheel on the Dremel. I like all their pliers. http://www.channellock.com/cutting-pliers.aspx
