Rich - you sure you're not using 3S lipos in your 8103, 9303, etc? 2S is only 7.4V nominal, 8.4 fully charged. 3S would be 11.1 nominal, 12.6 fully charged.
I think a lot of the newer radios coming out are using lower TX voltage - 7.2V NiMh or NiCd batteries, or 7.4V LiPo.
