Lustrekote Primer
Never have used L'cote primer so don't know if Formula U is compatible, however, the polyurethane paints that I have used, including F'U have been pretty "benign". The old standard was K&B epoxy primer but now that you can't get it, I use Rustoleum gray out of a spray can, and I know that Form. U will go over it.
