Your comments here do not make any sense; if there were any voltage (you say it reads 14 volts) and you touched the leads together you would definitely get a spark and possibly ruin the battery if it were good to start with. You can NOT have a voltage and then get no current flow if you join the leads-- an impossibility. I'd suggest you go to your nearest hobby shop with your battery and charger and ask for their advice or help as you do not seem to really know what you are doing.
