It appears to me to be painted in a semigloss epoxy. The paint is applied nicely and evenly, with a smooth finish. It appears to be Insignia Blue to my eye, but I do not know for sure. From what I could see today it looks structurally fine. Nothing with the formers was loose. The fabric covering on the outer wing panels seems pretty heavy to me. That is one of the reasons I wanted a copy of the assembly manual to see what Byron suggested in that area. The heaviness could also simply be the addition of multiple coats of primer and paint.

my plan for this plane was to take it apart and check it out structurally, reinforce areas if necessary, service the Robart gear and make sure it was functioning properly, and finally I intended to upgrade the avionics with new modern radio and servos(2.4ghz). After that, I would address the cosmetics.

That's it in a nutshell.
