To answer your question yes. The trim tab is effective on the TMMY Cessna. I wish he was still doing it on the newer birds. I have had 4 of these now and the older one were great in that aspect. Leave the trim tab neutral, fly the plane trim it out. When you are down you can check the elevator and adjust the tab accordingly. I did not nor would I want to cut the elevator itself to try and add a servo to it. No need for that. You are inviting problems at that point.
