Sanding is what I do, when I've got the main formers in and I'm pulling the two sides together, then a thin piece of ply with sandpaper glued to both sides...stick in between and slide back and forth. I do not worry about getting it the same thickness as the rudder. No one will notice it, and it will have no effect on flight.
