A drill press is nice but the existing hole acts as enough of a pilot hole that you can get by with just a hand held drill. Depending on the size of the hole that is currently in the wheel you can even telescope one piece of brass tube inside of another to fill in the space. One caveat, if you have to buy a bunch of drill bits and brass tube you may soon exceed the cost of a new wheel.
