I can think of two options off the top of my head:
1) A Sig Kadet Sr with a gas engine rather than a nitro. There are gas engines made that are small enough to fit this plane, not to mention that ailerons and flaps can be easily added to the wings during construction
2) A Sig Kadet MKII or Senior built from plans that are enlarged up to the desired size with the wing mods mentioned in option 1. Granted, you would have to add wing ribs and framing to the design but that would be easy changes to make during construction.
Both options also allow the easy conversion to a tail dragger as it's done all the time by people building them
