well if nothing happens when you tune the needles I would take the carb off and pull the needles out and clean it well, make sure the O-Rings on the needles are good,
you say it's smokes a lot, so I don't think it's an air leak, yet you could make sure the engine is sealed well, hummmm, maybe there is no Head Shim on it so it has to much compression ?? when glow engines have to much compression for the fuel that is being used they don't tune well at higher RPMs.
maybe the exahust is plugged ???
