Default Baja 5b starting issue?

Hey guys. New to the forum so let me know if something is not right.
anways i got a 23cc zenoha engine with a 668 walbro, its not been run on too much. But when i tried to start it, It ran but during idle it sounded rough and sputtery (like it was about to flood) and it would not idle at all when the engine was at stock settings (1 3/8 H & 1 1/4 L) i would have to lean it right out for it to work? The idle screw is like 2 turns in from when the throttle starts moving. The plug is all fouled when i pulled it out. (Still sparks tho). The gaskets are all good (redid the carb with RTV with ultra grey permatex) and its a 4 bolt with reinforced gaskets and no signs of blowout..

Is it the plug? Or the carb? I opened the carb and cleaned it all out. Nothing seemed dirty inside tho..
