Yes, if you haven't tried leaning the high speed needle that could very well be the issue. Factory recommended needle settings are only a starting point. Once you achieve peak rpm with the high speed needle you will need to adjust the low speed needle for reliable idle and a good transition when cracking open the throttle from idle.
Note: Watch your engine rpm when adjusting the hsn. Bring it to peak by leaning and then richen it a little (250 rpm down from peak) to keep the engine from overheating. Fine tuning gassers has to be done by flying them.
