The base material for Velcro is Polyester which is what peel ply is made from so many adhesives will not stick. Something like the E6000 would work well though. I have always used the self adhesive Velcro. Usually clean any non porous surface with Goo Gone and never an issue. As previously stated, seal wood surfaces first.
