That "spinner aparatus" is still used today. It's called a starter box, or some refer to it as a bump box (which actually is also used to describe something else). It's the lightest way to start your engine since the truck doesn't have to carry it's own starting equipment. If the engine won't turn over, then it's probably siezed due to being worn out or rusted up. Rebuilding is usually the cheapest way to go, but if the engine is real old you may not be able to find a replacement piston and sleeve. If it's that old and bad, then who knows what else could be wrong with it, it probably needs a complete and total rebuild. In that case, just buy a new and proven .21 engine, there are many available to choose from.
