You're going to need quite a bit more power than what you can get out of a 7-cell 1000mAh battery. The laws of physics say that to overcome gravity and drag, you need X Watts for Y weight.
.25-size conversion are in the realm of 10-cell, 3300mAh NiMH battery. You might be able to get away with 8 cells and a brushless motor, but the cells still need to be the large 3300mAh size to sustain the high currents necessary.
At around 4 pounds, you'll want at least 300 Watts. One inexpensive power system is the "Gary Wright E3D" power system that I've recommended many times in the glow to electric conversions forum.
