That sounds exactly like our problem. The area where the pipe line lays is always wet. We're in a park that's on the edge of the river. We always have problems with water backing up in area's. Just so happens where the water usually sits is where the pipe is. And what really makes it all come together is the area is on approach. So you are within 200 hundred feet when you cross the pipe.
