I will assume for a bit that you have the break-in stuff completed with the small prop. Switch over to the 11x8 or a 12x6 for a while. Allow the engine to loosen up. You want it over 14K peak for at least a half dozen flights or so. RPM with the 11x9 is about right... but let the engine turn a bit more at first. Then go back to the 11x9 or 10x10 if you want some additional speed.
Yes, after a handful of runs, you will see the idle settle in better, and it may show itself being a bit rich. You can tweek the low speed needle a bit. Lean it out about 1/8 turn at a time.
