I have good news. I measuerd my wing using the method you described and my handy, dandy Robart stand. It is within 1/64 of an inch, which I am perfectly happy with. Hope to get to sheeting the top tomorrow.

Yes the 606HD will compensate for the dihedral. As a matter of fact, this is mentioned in the maual on page 8 when they are discussing the Bob Violett models retracts. I went with the Robart 551RS which also lock down at 85 degrees, but the mounts are aircraft aluminum instead of plastic. Because of this, there is no way I can have functional retract doors on model. But, asphalt has come up with an excellent alternative which I might follow. Its a page or two back in this thread.
