well usually whining noises are from binding in the drivetrain, metal to metal contacts that should be lubed. or brakes set too tight and they are always a little engaged at idle, creating drag when the truck is rolling. but if carb adjustments affected it then that one is new....is the clutch staying engaged and forcing the engine to increase rpm from the trucks force? kind of like enginebrakes.....richening it would lower the idle and disengage the clutch quicker and that could be your problem
