Unfortnately ... you are in the US.....
In the rest of the world you can purchase and change Tx and Rx crystals without any problems whatsoever.
Actually, this same restriction exists in more than just the US. I saw the same thing in Canada and I believe Australia. As for no problems, other countries don't have the same frequency allocations we do here. The recent death of two spectators, which appears to have been caused by government permitted interferance, is enough to convince me that much of the rest of the world is NOT the place to look for a good example on radio frequency control.
AMA and the FCA made the rule not the manufacturers...(of course they Want you to send the equipment in $$$).
Considering how little it costs to have this service done, nobody's getting rich on it.
Except for Futaba who has high and low restriction on older equipment.
Futaba's high/low has nothing to do with transmitters.
This ruling maybe a bit outdated with the advent of Spectra-like modules wher you have a module (instead of a crystal) and you can change channels at will...
Actually, the FCC rule allows for modules.
