Here I found a pic in my archives that shows metallic printing. For an engine made only one year, they sure kept busy with changes - even with the packaging.
As much as the Cox company did, I would bet they did not print their own packaging. To explain what may have happened in these two differences I would guess that the original metallic printing was so expensive that they quickly changed to the less expensive printing method.
Another theory might be that a competing printer may have offered the metallic printing at a very competitive price and these may indeed have been used after the non metallic. Who really knows?
