I think he was using a general radio frequency term, not the brand name. He was suggesting tha the government may decide to limit/control the "spectrum" of FM frequencies used for RC and require the use of digital 2.4 GHz only, similar to what they are doing with digital TV.
I can't speak for him, but that is what I assume.
On the topic of the Sukhoi, I wonder how well they would fly in a small area. It looks pretty fast in the video. I've been hoping for something like this that could be flown in a really small area.
