By the time you buy a Neon then upgrade to a rechargeable battery pack, you could have bought a 4 channel radio.
Even if you add in $15 for rechargeable Nimh batteries (which some people already have BTW) that still only comes to $75 for the Neon, which comes with a receiver and two HS-55 servos. I don't think you'll be finding a 4 channel TX with elevon mixing, a rechargeable pack, a receiver, and two decent servos for $75. Also, the transmitter pack you'll get with a TX is likely going to be 1500mAh or possibly even much less. I wouldn't even want a low capacity TX pack like that anyway.
