Thunder Tiger Fuel Tank Question

I am in the middle of converting an electric motorcycle to a nitro bike. I purchased a ThunderTiger fuel tank for it but I have a question. I see two (2) air intake lines and of course the output line which provides fuel to the motor.
I don't understand why there is two air input lines and I'm not sure what to do with the 2nd unused one. So, I connected a short piece of fuel hose to the 2nd line and clamped it off with a alligator clip.
Also, when I try to provide fuel to the motor (by blowing air into the air intake line) I feel the tank expand with air but no fuel flows to the motor.
Oh, a thought just occurred to me that maybe the carburetor/throttle valve is closed to tightly?
Can anyone provide any help here?
