hey rob, the 34mm fits and does not rub.....it is quite a snug fit but there is room. Im assuming you mean if i turn the wheels while the engine is off does the bell turn freely, if thats true, yes it does. Like i said it runs great when in motion, just when i come to a complete stop it shuts off immediately.
