RE: .25 volt imbalance
Is this a balancing charger? If so, then the cells should match. If it can't get them to match then you likely have a failing cell or the charger is defective. The whole purpose of a balancing charger is that the cells will be nearly perfectly balanced.
.25V will likely get wider over time.
