I doubt it would make much of a difference, and you couldn't have the anhedral in the stab if it was lowered or you'd bust the stab on every landing

actually, this is my assumption.

One of the reasons for the higher stab rather than directly inline, is likely because with it above the wing, it's in clean air, not the dirty air coming off the wing, this makes it not only more effective, but probably a reduction in drag as well.
The anhedral is typically a fix for coupling in a low wing bird, though with no rudder, I don't know what the fix would be. I would also think that the higher stab is less likely to be washed out by the wing in flare or nose high situations. But, this is just my guess
