The authorities found in favor of the modeler, this time.
Photo drone makes waves at Pinellas beach
If he was flying over people at the beach, this would constitute a safety issue. If he was just taking video of people at the beach, one might argue that he was not doing anything that people with handheld camera and camcorders do every day at that beach.

Note that the city is now drafting some kind of 'ordinance'. That could be interesting. It just goes to show that people are still panicky and stupid in groups. Wonder when we'll grow out of that as a species...
