RE: What is it?
Not a pawnee, but remember reading where they were testing a pick-up system for firefighting on the east side of the atlantic. If you check out youtube there is video of fire fighting using ag planes, guess it would be quicker to fill up on the fly if there is a suitable water supply near the fire.

RE: What is it?
The photo was taken back in the 80's off the west coast of England. And I believe it's a British plane. I thought Pawnee at first, but the canopy and tail is all wrong. Might have something to do with oil spils?

I don't know the plane, although it has a Miles-type canopy. But it is a duster convertd to water pickup for fire-fighting.. I just saw one in action on the news about the california wildfires, and one pic showed a plane "snorkling" up water as in this pic. Lee W. Palm Beach

It is not a Pawnee. A Piper Pawnee has the same basic rounded tail feathers, center (fusalage) mounted landing gear, and wings as the PA18A-180 Supercub. The wing struts are just on the top side instead of the bottom and the tail is a little bigger.
This bird has square off tail feathers, aft windows, squared off wingtips and a wide gear mount. Also notice the large flaps and how the wing struts are mounted less than half way out on the wing. The Pawnee has very short flaps with long ailerons and the struts mount nearly 2/3 out towards the end of the wing.

It's a Norman NDN-6 Fieldmaster. Only made a few of them it apears. Although the Brittan Norman Islander, made by the same company, is still going strong.
