Well, Huerta announced today that the Task Force will deliver their report to the FAA tomorrow and that the FAA will not publish their proposed rule for a few weeks:

On Saturday, the Task Force will deliver its report to the Federal Aviation Administration. We will consider their recommendations and the public comments as we develop an Interim Final Rule on registration, which will likely be released next month and go into effect shortly thereafter. This step will be followed by another opportunity for the public to comment as we move toward issuing a final rule on registration.

Like I suggester here or somewhere else, it's a first step in what I think will be a longer process. Certainly weeks, probably a number of months, and maybe much longer before the dust settles. I was surprised at the tight deadline given to the group to make their recommendations. That's a HUGE group of folks with dissimilar goals and objectives that have been thrown together to hammer out something.

I was flying the other day in light aircraft when an unmanned flying object came quite close. I did not see any registration numbers affixed to it.. But then again- dont know if feathers can be painted..it did 'honk' though.. To warn us!! Oh FAA.. Ye of little data.. I want that northern goose fined! Dang it!

I had to select "no never", I would like to say just no, not until I am confronted by some authority, legal action, fined or something.
If you fly RC it would make more sense to issue a licence # for an individual and you include that # in all of your planes, as we all know model planes come and go with the wind, it would be impossible to keep up with for me anyway.
It would also make sense if a distinction was made between hobby and commercial use, that way we could just stick with using our AMA # as a hobbyist. But who knows, we are a small enough group to be easily pushed around and with all the bickering and division amongst ourselves, everyone is ready to throw the other guy under the bus to save his own hobby so they will do what they want in my opinion.

Moving forward, Part 107 specifically requires registration for commercial operation:
§ 107.13 Registration, certification, and airworthiness directives.
No person may operate a civil small unmanned aircraft system for purposes of flight unless:
a) That person has an unmanned aircraft operator certificate with a small UAS rating issued pursuant to Subpart C of this part and satisfies the requirements of § 107.65;
(b) The small unmanned aircraft being operated has been registered with the FAA pursuant to subpart D of this part;
(c) The small unmanned aircraft being operated displays its registration number in the manner specified in subpart D of this part; and179
(d) The owner or operator of the small unmanned aircraft system complies with all applicable airworthiness directives.

Yesterday a saw an ad for a used car lot where they said in the ad that they would sell you a car even if you did not have a valid drivers license. They went out of their way to make that perfectly clear!

At the field I fly at you are required to have insurance. The people who always follow rules just do. The people who do not follow rules will not.
In Illinois where I live. To register, own, purchase, license a car proof of insurance is required. All car insurance clearly states only licensed drivers are valid. (I bow to the point the car could be towed off the lot to where you store it as a collector but believe me this is not the case this ad is making)
This is a similar case.
These rules are designed to force compliance with the laws, but, those who do not normally care about legal compliance will not follow them.
