Subject: Your House bill HB 1183



On behalf of the A.R.F. R/C CLUB in Livingston, Texas, I am writing to encourage the Civil Practices Committee to amend the Texas Recreational Use Statute to include Radio Control Models.

Our club is a not for profit radio control model aircraft club organized for the fellowship, development, education, and advancement of modeling aircraft activities.

We and other R/C clubs across the state work with their communities in sponsoring fun flies benefiting local food banks and donating toys for underprivileged children during the Christmas season.

Our club also sponsor fun flying demonstrations for special education students, and the local Boy and Girl Scouts. The public is always welcome at our flying field and there is never a charge for admission.

We and other radio control model aircraft clubs in Texas are members of the 170,000 strong Academy of Model Aeronautics. In fact there are 107 chartered model aircraft clubs within a 250-mile radius of Austin, Texas.

The Texas Recreational Use Statute limits the liability to private and public LAND OWNERS who allow their land to be used for recreational purposes such as model aircraft.

Radio control model aircraft clubs such as ours, require all of their members to be members of the Academy of Model Aeronautics. The A.M.A. requires their members to adhere to a strict safety code (see attached safety code). Each member of the A.M.A. also is provided with $ 2 million dollars of liability insurance for his or her protection.

Very few accidents have ever occurred at our flying events, the safety of our members and the public is always at the forefront of our hobby.
