It is not clear to me from your post exactly what you have or want. If it is a typical 3 cell battery and you can measure 14 volts at the terminals, something is wrong. A LiPo cell will have 4.2 volts when fully charged or your 3 cell would measure 12.6 volts fully charged, not 14 volts. Now, if that is a 4 cell LiPo and measures 14 volts, you have a battery that is nearly completely discharged and should be charged before you try to use it. A 4 cell would read 16.8 volts when fully charged. Please do a bit more explaining if you need help. What load are you putting on it? How are you measuring the voltage and current?

it is a 3 cell and when i put it on the charger it will not let me charge as it said voltage to high and read 14volts it will not charge or dis charge and there is no amps in the battery [will not run anything and when i take both lead and touch them there is not spark.

The charger will not charge because the battery is Dead! (Based upon your statements.)
