Is a Quick Charge bad for batterys?

A full charge in 15 minutes, if that's what you mean, is way too fast for MOST batteries. One or two very specific types will take it without real damage, e.g. Sanyo 500ARs, but even with these fast charge cells it is likely to reduce their life.

Default 15minute Quick charge?

A quick charge is normally related to 3 time the capacity of the batteries. Such as 500 mah will quick charge at 1.5 amps. This will not hurt the batteries unless they are not ment for quick charge. Most batteries used in electric, if they are nicad will tolerate this charge. You want to be carefull if the batteries are nimh as they don't like the quick charge, they will tolerate a 1.5 time.
