Default LN-5014 and Li-ions?

Im running my brand new charger to purely charge li-ion batteries. The manual states that it will only charge li-ion batteries at 1C rate. I am noticing that it is not doing that. It is charging at about the same rate you set to discharge a li-ion battery. For example: I dischared my battery at .5A then set the charging to the capacity of the battery which is 2350. I was noticing that the charger was only putting out about .5Amp. Tried the experiment again this time lowering the discharge rate to .2A and notice that the charge rate was about the same as the discharge rate. Also, the charger does not put a full charge. After it beeps and tells you its done. I used a volt meter to check and it only has about 7.9V. This test was done with a few other batteries with similar results. It charges even less than my Hobbico quick field charger II which it was suppose to replace due to its inability to give a full charge also. I think i just wasted 90 bucks and probably even damaged my li-ion batteries because i cant get them to go back to its higher capacity. Does anybody have similar experiences with this charger?
