I don't think the room temp matters as much as the does battery temp.
I was using a cordless B&D reciprocating saw outside in 10 degree air.
When the expired battery was put in the charger (inside a shed at 30-40
deg)the LED code said 'Battery Too Cold'. I set the battery on a vibration
isolator on a steam condensate tank for a few minutes untill it was warm
to the touch. The warm battery charged right up.

Yes-
Depending on the electrolyte used in the battery, it can freeze at various temperatures. You should be able to look up the minimum temperature for each cell/pack when you purchase it. There are batteries out there designed for lower temperatures (how low I don't recall), but of course their capacity/performance suffer.
