Default Allowable cell voltage variation

I am new to LiPo batteries and have just started trying to balance charge packs.

I'm noticing that most of my 2S and 4S pack voltages are varying about 1% when fully charged.

I'm using a Thunder Power LBA 10 balancer for balanced charging.

Is 1% cell voltage variation about what it should be?
