Default lipo balancing question

well i have a 3s 2200 mah lipo that i used in my new brushless setup in my rustler and i went to charge it and found that one cell discharged more then the other two. also it ballooned one cell. and the battery is a 30-40c battery. so my question is whats the best way to bring that cell back as close as possable to the other ones??

If you charge it after it swells it will probaly pop (explode) and catch on fire.
do not put that in a car or you will have a 400 dollar pile of plastic.
