Setting dual rates on your transmitter gives a choice of the degree of sensitivity your controls will have. On the low rate you can specify less throw for a control. I usually take off and land with low rates on elevator and ailerons but then may switch to high rates for maneuverability. Having dual rates also gives me more confidence when testing a new plane whose response is an unknown.

Dual rates allow you to change the throw of your control surface in flight by flipping a switch on the transmitter. As flight speed increases control sensitivity increases. Dual rates allow you to use a "high" rate (more throw) for slow flight and a "low" rate for higher speed flight. Typically dual rates are used on the elevator and/or the ailerons.

Here is an example of how I use mine. My 4*60 does not turn very well on the ground when taxiing. I use the high rate on the rudder until I reach the runway and am ready for take off. I then switch back to low for take off and once airborne use the high again for flying.

Negative expo means less sensitive around stick center but going back to "normal more sensitive" at the ends of the stick travel.
Positive expo means more senstive around stick center and less sensitive around the ends of the stick travel.
In most cases you will want negative expo (is this radio brand agnostic?)
If things are too "twitchy" you can use expo to smooth things out some.
