Default cell count on brushless motors

When looking at a brushless motor, they give a number of cells that they either recommend or allow on a motor. My question is whether or not that is wrote in stone or can you exceed it a little.

Since waste heat is determined by I^R, amps, not volts, are the critical factor.....unless you have a very high Kv motor which might exceed its rated maximum RPM (for many motors, around 50,000rpm) on excessively high voltage.. then you can use higher voltage/lower amperage to get equal performance, better efficiency and less waste heat. Of course you must have an ESC suited to greater cell count!
