Default Hurc 40 and Hurc 18 problems getting full throttle from motor

Set up: hitec Flash 5 transmitter and hitec 555 receiver ; E Max GF 2215/15 motor (kv 1470 max current 24 amps) 2 Futaba S133servos; 7-5 APC electric prop.
Tried both Hurc 40 and Hurc 18 with this set up. 1300 30c 3 cell lipo. Only drawing 6.5 amps and 70 watts at full throttle with both esc-should be getting at least
16-17 amps at full throttle. Any thoughts?

Ordered Hurc programming card-hope this will solve problem.

Used the Hurc programming card and got the hurc 18 working.I need to work on Hurc 40
