Do you think my Lipos are fried
I have been charging my 1500Kokams at 1.4 Amps.
When I run my Axi 22/12/34 at WOT with a fully charged battery my 3 cell drops to 8.5 Volts and I cant seem to pull more than 7.5 Amps. (15 ounces of thrust)
When I put two in parrallel, my Voltage sticks at around 10 and I can pull 8.5 Amps (20 ounces of thrust)
I am running a Phoenix 25 and an APC 1147 prop and charging with a Triton
I know that Kokams are rated at 1C and should easily be able to supply 15 Amps.
I would expect sightly better performance but mostly endurance from the second cell in parrallel but nothing like I am experincing.

I believe Kokam 1500's are rated at 8C which will give you a max of 12 amps. Sounds like your batteries are damaged, my brother has that same setup as you except he is using a phoenix 10. His setup on the APC 11x4.7 SF pulls 7.5 to 8 amps but his voltage drops no where near 8.5v. Average flight time of 16 min on a charge. He can also run a APC 12x6 SF prop on this setup pulling about 12.25 amps at full throttle but he never has to use full throttle for more than a couple of seconds.

Did they ever work properly?
The alternative explanation here is that this setup is drawing extraordinarily high currents that even two packs in parallel can't keep up with (i.e. way more than 24 Amps). This is probably not the case, though, as 24+ Amps would fry the little 2212/34.

Yep they are fried. i bought a new Great Planes (Kokam?) 1500 3 cell, charged it properly and attache dit to my Hell Raiser. With a 1147 prop I pulled 22 ounces of thrust. Did not measure the Voltage or Amps but it sounded and felt much better. I will check flight time tomorrow when I maiden my Hell Raiser before work.
