No restrictions on flying RC in parks there, I asked the pilot in this video on another forum and he said people fly Phantoms around the Kremlin and nobody stops them.

But yes, when it comes to RC flying it looks like they have far more freedom.

Kiss the quads good bye because of a few who flew them on the 4th of July in an amongst exploding fireworks displays throughout the nation. Made headline news on HP today.

The person who flew the quad into a public fireworks display is yet another of an increasing number of people who never attended the School Of Common Sense let alone graduated from it..
Here is an article written on the story by someone who actually gets it. We don't need new laws or regulations. Punish the people who use these in an unsafe manner using laws currently on the books.:

Plus I will wager that more people injure themselves and others on July fourth using fireworks in an unsafe manner than the radio-controlled community as a whole does while operating their craft in an entire year.

Any time you rub the authorities noses in their inabilityto enforce what they think should be law/regulations you only open up the canof worms that usually results in some new rule or regulation that goes beyondwhat is needed. The result is you may win the battle but you've lost the war.Prime example is the use of school yards. As kids we used to use the balldiamonds, soccer/football fields even play strikeout against the school walls.Because a few abused this privilege the sign on every schoolyard now statesthat the grounds are for school activities only and are not to be usedotherwise without explicit written permission.
