When we build a plane what do we use the best we have on hand. not something that will fall apart or wash away[:@][:@][:@][:@]

I'm sure you're a LOT smarter than the Corps of Engineers.
Where did you say your engineering degree was from???
They cannot get heavy cranes near the break, genius. And the only helicopters capable of picking up those concrete barricades, CH-54 SkyCranmes, have been mostly retired.
They're doing the best they can with what they've got. The idea is stop the leak; they'll do a more permanent fix when the water recedes.

Another thing to concider is the size of the breaks - some around 500 feet.
It's a real problem to cover a breach that size. They've got their work cut out for them.

How much does a super-sack full of sand weigh? How much does a pallet full of sand bags weigh? How much does a concrete barricade weigh?
I would say the reason they are opting for the sand and bags because they are there and available in the quantities they will need.

and I am not an engeneer but run water over sand and against cement and see what you get. Is not a little more work worth the effort!
