Tows are the raw carbon filaments. They are typically grouped into bundles of say 3000 or 12,000 stands. You can purchase and use the tows for various applications. Also, CF cloth specs will often indicate the tow size used in the weave.
Tows, since they are unidirectional and can be laid flat (unlike a woven cloth), offer superior strength, but only in the direction they are laid. Typical application would be in making CF props, or CF spars in a composite wing.
