RE: Joining Parts
Among other uses Cabosil is a thickening agent. It is usually mixed with the resin to prevent the resin from running or draping on vertical surfaces. I would not recommend it in a gluing situation. When cured resin/Cabosil mix dries very hard and is very brittle. Cabosil is a very light weight material.
Depending what your tube will be used for can you lay a strip of glass tape down the inside or outside of the seam?

RE: Joining Parts
The carbon tow laid along the seam will add very little strength to the seam. Cabosil will do nothing for you other than hold more resin in place which could add to the weight. There may be something about this join that I am not aware of. For a simple joint just the tape with resin is adequate.
