what you need to do is go buy some minwax(waterbased) poly crylic, and paint it all over the foam, if you want you can add .75 glass cloth mixed with the poly crylic, for light weight strenght.
once the poly has dried, give it one more coat for good measure, then spray paint away, the poly seals the foam and doesn't allow the paint to eat the foam, you can get the stuff at home improvment stores.
I think model masters paint is foam safe also.

Testors Model Master paints in the spray cans work on foam and so do the Tamia water based acrilics in the small jars. The Minwax polycrilic clear spray and in the can is also foam safe. Test on a scrap piece first though.
