What's the best way to cut carbon fiber push-rods? Is there a special tool?

I wrap a piece of masking tape around it and use a fiberglass reinforced cut off disc. It makes a very clean cut. Make sure you take precautions not to breathe in the dust, such as a mask or at least a fan blowing the dust away from you. Carbon fiber dust can have some bad effects on the human body!

take them to an archery shop and have them cut.

A Dremel tool with the reinforced cut off wheel, or a diamond grit hacksaw blade if you are concerned about noise or dust.

I just run mine thru the bandsaw. I've used my zona saw too but most of the time - zipperoo thru the bandsaw [8D]
